Setting vacation rules on behalf of others is not working

in HCM - JDE1 (MOSC) 1 commentAnswered

I have set up a vacation rules on behalf of a user following the steps on the document below; Administrator Set Vacation Rules for Other Users (Doc ID 2084710.1)

Vacation rule is all set and saved, however, I have noticed that it is not working as expected, did anyone faced the same issue? or maybe I have missed a step. apps version 22C (11.13.22.07.0)
