[DBT-00008] error executing DBCA on Oracle Database 19c

I try to create a database with the DBCA wizard, but when I launch it an error message appears: "[DBT-00008] Current user Domain\user is not an administrator user."

This account is part of a group that is a member of the server's local "administrators" group.

The wizard is launched as administrator with Powershell


OS: Windows server 2019
