Listener does not know SID in given connect Descriptor Error

I'm trying to make a connection between Oracle SQL Developer Version 22.2.1.234.1810 with Oracle Database 21c on Windows 11, and keep getting this error:

"Status : Failure -Test failed: Listener refused the connection with the following error:

ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

 (CONNECTION_ID=PdxC2VTPSWyR3ZD/2zSKmg==) "

These are the things I have done to try to fix the error:

  1. verified the listener was running in Services Management (local)
  2. stopped and started listener in both Services management and cmd prompt then rebooted.
  3. checked the status of the listener in the windows cmd, and get:
