Best Practice for adding parameters to System Extract

I was wondering if anyone could recommend best practice if you are writing a System Extract but need to extend the simple effective date to include more parameters that impact the results. For example, date range...

I can think of a couple ideas around rules/formulas and Global Values, DBI's or Lookups but wasn't sure if there is something better and/or which of these are preferred especially if we want to provide the business user the ability to adjust if needed.
