How to bring back the manual activation of Workflow in Siebel Application?

We have recently move to IP21.12 version. Earlier we were on IP14.16 where after the production release we use to activate Workflow from Workflow Deployment view in the application. This was very useful for our organisation in a way that we deliver our changes on regular release process and activate the workflow only when other application are ready with their release.

Now in ip21.12, since Workflow are in Runtime repository and doesn't require manual activation, we face into problem that we can't do our regular release and have to coordination with other application to do the release at the same time.
