SCAN VIPs and DNS

Experts,

I understand that SCAN VIPs are required to start SCAN LISTENERS

And SCAN Listeners are running on the RAC Nodes.

I knew that all 3 SCAN IPs are using single scan name and it is used for client/appl connections. In DNS round robin method is followed to route connections to the scan listner.

1) Why we need to place SCAN VIPs in DNS rather than local nodes !

2) Scan VIPs do any vital role other than to start scan listeners ?
