ManifestSafeLoad not working Dedicated Client but did work Web Client

Hi All,

Posting this issue here since it cost me a few hours trying to figure it out. We just upgraded a customer with extensive Open UI modifications from IP 15 to 22.10.

The application was not rendering even after setting ManifestSafeLoad in the dedicated client .cfg file. Before there was a ManifestSafeLoad option we used to temporarily replace the custom manifest with the OOTB manifest using SQL. I was about to give this a try but instead tried setting the server compdef level

CHANGE PARAMETER ManifestSafeLoad=True FOR COMPDEF FinsObjMgr_enu

and this worked great. After restarting the Siebel service the application is looking great and is rendering just fine.
