Is there an API call for doing expenditure item actions?

in PL/SQL (MOSC) Question

We have a custom application that interfaces with an Oracle EBS database. One of the issues that we are looking at doing outside of the Oracle EBS system is possibly executing expenditure item actions like transferring or splitting expenditure items between project tasks. Is there an API method available to do such actions?
