adstpall.sh for database

I've always wondered why there are no adstpall.sh and adstrtal.sh scripts.sh on the database tier. Agreed that there are less sub-scripts to behold, on the database side ..

But, since support of Clustered database, that has become more of an issue.

This is where it could be added to shutdown Root or Pluggable databases on request.

This is addition to support of shutdown modes Immediate and Abort. Possibly also Upgrade mode.

Anyway I find it weird that there is not one script for either stopping or starting the complete tier.

So here I'm discussing these scripts: addbctl.sh, adcdbctl.sh, addlnctl.sh and adcdblnctl.sh
