Unassigned targets report

Oracle Enterprise Manager 13c Release 4 Platform Update 15

We are using a hierarchy with admin groups. Membership of these groups is critical for monitoring purposes.

We need to know of any database targets that are not assigned to an admin group. At the moment we are conducting a manual process whereby we logon to the console to view the unassigned targets. This is not practical or scalable (we have multiple OEMs). Is there an out of the box report or an emcli query that will provide this information?
