As a CUA, how can I change my response to a SI request?

I originally denied a SI request when I needed to approve it. Can I change my response? I've searched and read various articles and document references, followed the instructions, tried to add the SI and nothing has worked. My latest guide is Quick_Start_SI_Goup_16SEP2015.pdf. I followed the steps for Add and Remove Users. I was only able to complete half of #2. When searching for the requester, nothing returned.

Any assistance will be GREATLY appreciated!
