Employees are not showing up in Payables as Suppliers

We have employees that are not showing up in I-Expense. There was a process Maintain Security List that is running but is not updating the Employees as Suppliers. To be exact the employees are in the HZ_Parties table but not in the AP_Suppliers table. We are on 12.2.10
