Alert temporary tablespace is 1% full and temp tablespace usage decreasing

Recently I have been getting an Alert written in the DBA_OUSTANDING_ALERTS table stating:

"Tablespace [APPTMP] is [1 percent] full                                                

Suggested Action: Add space to the tablespace"

This is strange because the tablespace was 20% full before decreasing to 1%. Since the database was not bounced before, I wonder why the space usage went from 20% to 1% and why an alert is generated!

Database : Oracle Database 19c Enterprise Edition Release 19.0.0.0.0 - Production

Version 19.17.0.0.0

OS: RedHat Linux 7.9
