Why phantom batches are not costed?

Hello,

I'm setting up and testing Oracle EBS OPM in R12.2.7, and I'm using the Actual Cost with PMAC

Why phantom batches are not costed? The next screenshot depicts different batches, batches 11, 16 and 41 are phantom batches, meanwhile batch 38 not and it shows costs. In all batches I used the same recipe
