Error "weblogic.management.ManagementException: Unable to obtain lock" When Starting 2 Serve

I am running 3 independent weblogic servers 12.2.1.4 in the same host and domain. When starting admin server and server 1 everything works fine, but when I start server 2 I have this error.

Moreover lock file is not present in the stated path.
