Sourcing Module: Single User respond on behalf of other suppliers

Oracle Apps R12 - 12.2.9

I face a business need situation in sourcing module as the following:

Mainly most RFQs are 2-Stage RFQ, business needs say that the technical member should submit all Quotations received from supplier - but the function "Create Surrogate Quot" is only available for the collaborative team member with Full Access Feature - this is not accepted because the technical member could make any error by editing the RFQ. so we need a new type of collaborative team member that can ONLY "Create Surrogate Technical Quot" with no other option to edit the RFQ (Read only).

i did some workaround to solve this issue by creating a main parent supplier and assign this parent supplier to a child supplier - and give this main supplier a Sourcing Supplier Responsibility to submit the Quot - but i couldn't find the invited RFQs for child supplier even when searching for it.
