Patching databases/database homes to ODA 19.17

I have an ODA 8x-2s and am currently on ODA 19.16. I have one database in one database home.

I am a bit confused about the new options to patch databases individually during the patching process from ODA 19.16 to ODA 19.17. Every time I read through all of the fine print in the release notes concerning new options for patching databases and database homes, I walk away a little bit more confused - so hopefully someone can provide some clarity.

Question 1: Is step 19 and 20 in the "Patching Oracle Database Appliance Bare Metal Systems Using the Command-Line" section an either/or step? In other words, I might run 19 but not 20 or 20 but not 19?
