F03B14 records deleted Draft

Dear all

The user is trying to set the draft to a prior status but is receiving the below message

The batch had 132 records (132 in the F03B13 and 408 in F03B14).

54 drafts have been successfully set back to status 4 and deleted from the F03B13/14 tables.

However 78 remained and when try to reset the status , the below error comes up as there is none records in the F03B14 table (still exist in the F03B13).

Can you please advise if there is bug on this application (P03B602) ?
