Best way to set up ER State Tax amount add to special accumulator for Benefit Calculation

In Oregon, we have a new 1% Paid Family Leave tax going into effect 1/1/23. ((.4% ER and .6%EE minimum...the ER can opt to pick up the whole 1%))
Because we are a government employer, our state retirement plan has determined that the VALUE of this new State Tax is subject salary if the Employer pays any of the .6% FOR the employee.
I have used special accumulators in several ways to calculate benefits, or grab wage or hour values etc. But I don't know the best way to go about adding a special accumulator to a Tax Value. Is there something wonderful and easy that I am not thinking about?
