How to create the EBS attchment hyperlink has no time expiry limitation

The hyperlink created by API fnd_gfm.construct_download_url for EBS attachments, Eg. the user uploaded supporting document in AP Invoice, PO, Requisition, iExpenses etc., the hyperlink will valid just for 24 hours, after that the hyerlink will become invalid. So is there any method that I can create the attachment hyperlink which will not have the time expiry limitation?
