Resubmit from Package History

When I built the package I got 2 errors for 2 different business functions, the first one was  No such file or directory

 #include <f555112.h>

and the second was related to data structures after going to fat client and checking out with advanced get and checking in I resubmitted it from package history and got the same errors. So my question is will the resubmit redownload the files from the repository or do I need to resubmit the package? Additionally is their some report to download a specific file from the repository again without resetting the entire full package build.
