How to Edit Form in Project Initiation Workflow

Primavera Cloud current version

In our Project Initiation workflow, the forms attached at each step are editable. However, during the workflow, all fields are not editable. How do we make them editable? Is there a setting we need to change? I have tried multiple forms and none are editable.
