Unable to Apply November Patch 19.17.0.0.221018 Windows Bundle

I installed Oracle 19 fresh in August and applied the July 19.16.0.0.220719 Windows Bundle and the JDK and OJVM update patches.

I'm trying to apply the patch 34468114 (November 221018 Windows Bundle), and it's telling me the released version of the Oracle patch conflicts with the freshly installed and properly patched Oracle from August.

How can I apply the November patch?

Here is the error message I received when running the opatch pre-check:
