local mirror server setup question/issue

So I have two local mirror servers running OL7 and planning on moving our clients to OL8 and I need a bit of clarification on how things are done.

  1. Subscriptions and local .repo file entries - Via ULN I go into the mirror server and add whatever subscriptions I am looking for. Do I then also need to go in to my oracle-linux-ol7.repo file and mark them as enabled=1? It would seem I do not as I recently subscribed to appstream and without making any changes on the repo server I can see files have now been added (day later). Related to that if I do add an entry to the oracle-linux-ol7.repo on my clients (pointing to the local mirror server) yum repolist now reports
