Cannot perform supplier Merge even after all related PO Fully close

When trying Supplier merge, system prompt "Open purchasing documents exist with consigned or VMI shipments. You cannot merge". Even after locate all PO with VMI or Consigned flag assigned are fully closed., the same error still prompt.
