Siebel 22.11 update is missing the Security profile in SMC

We updated to Siebel 22.11 from 20.8. After update we noticed Application is in Lightweight mode.

In SMC I could see the Security profile is missing.

Getting Alert Error in GUI as "Server error for resource: /profiles/security."

But I could able to see Enterprise Gateway etc. Tomcat page is working, but not the Siebel login page. Instead it gets Application in Lightweight mode.
