EBS Forms toolbar missing on external monitor

We have an old version of Oracle 11.5.8, most users have two monitors and both work fine.  

I have a new user where the tools menu at the top of the Java form will not expand when viewed from a secondary monitor.  The menu is visible, but when you click on it, no menu drops down.  

If we move the same form to the laptop display, the drop down works.  Any ideas on how to fix this?
