Tax Diagnostics for not accessible

As per note, - R12.1.X: or R12.2.x: Tax Diagnostic Framework for Data Integrity (Doc ID 1621617.1). We want to use Tax Diagnostics form to Analyze and Fix issue where Tax has not been applied on an AGIS transaction coming into Receivables. We have worked through and struggling to find missing set up.

Do we need to set any profile options or any additional set ups to access this form in 12.2.10..?
