Can Tax Exemptions for G2/H2 be input into PDBA Setup before Tax Area Setup has been entered??

Oregon has a new state tax starting Jan 1, 2023. We are are choosing to opt out of the tax because we have a 3rd party administrator and therefore, we are not planning to withhold the tax from employees. We have not yet taken the Vertex release that contains the tax tables for the Paid Leave Oregon tax. We also have not set up the Tax Area Setup or Corporate Tax IDs setup for this tax. From what I heard from users in Colorado who have a similar tax, the tax will start calculating automatically once we install Vertex, even
