21c On-Prem DTS not working for Transparent Partition

Dynamic Time Series (DTS) works in source application. DTS does not work in the target of a transparent partition. Even though members are marked with TB Last, the year-to-date is not the last period's value, but the total of all the periods. So when looking at YTD(Oct), which is the end of our fiscal year, it adds the 12 months for all the asset and liability accounts.

The areas and mappings are the same as they were in 11.1.2.4 and the partition validates. The cell counts match between 11.1.2.4 (previous production) and 21c (new production).
