R42950 - did not pick up an order to update ExChange rate

hello gurus

I have recently come across an unexplainable scenario of an order not being processed / picked up on scheduler to update FX rate despite meeting all the selection parameters. Surprisingly when the job was executed in lower environment the order was updated for FX rate successfully

Can anyone think of a plausible reason why the scheduler job would have failed? Any inputs are highly appreciated..
