Adding new Organization to DEV and PROD environments - ROW_ID issue

Hello,

We have new Organization in the system, but the ROW_ID is of course different comparing DEV and PROD as those are created manually. How can we match the ROW_IDs so we can deploy for example Organizational lovs?

Can we update the DEV row id to match prod row id if it is unique in DEV, or is it forbidden to do so?

We have 22.2 version of Siebel.
