Patch 34669333 fails with grant INSERT ANY MEASURE FOLDER is missing from EBS_SYSTEM

Hi, I'm following 1617461.1 to update AD & TXK to delta 14.

The AD & TXK RUN patches apply fine but when I try to apply the recommended AD RUP (34669333) it fails. I ran adgrants before the patch but applying 34669333 fails with


"grant INSERT ANY MEASURE FOLDER is missing from EBS_SYSTEM"

Tried granting the priv manually but no joy. Anyone else encountering this post AD.C.Delta14??
