Why does odacli-adm set-credential --username oda-admin hang?

Two out of our three ODAs have no issues setting the password from the GUI interface. The third ODA will not allow password setting in the GUI, and when tried from the command line with "odacli-adm set-credential --username oda-admin" it just hangs after entering the desired password twice. Password meets complexity requirements of Two uppercase, two lowercase, two numbers, and two symbols (#, -, _).
