Is emcli_url_exclude.conf needed as part of SAML authentication?

We originally implemented OAM SSO which in addition to other changes added emcli_url_exclude.conf and agent_download.conf to the ohs configurations.

But when we switched to SAML authentication it was never clear if these files were still needed, or if they are causing issues. They were not removed when we first reverted to repo authentication.

I already have had an SR open for months without an answer

So I am hoping someone that went directly to SAML authentication (without OAM first)

could tell me if the files are part of their OHS configuration.

BTW emcli is not working in one environment with these files in place.
