SS Tax refunds after applying 2022 Year End Phase 1

Oracle HRMS 12.2. After applying Year End Phase 1 it seems that employees who have maxed out on SS Wages are getting refunded dollars. Looks almost like 2021 SS Wage Limit is being used instead of 2022. Would updated Quantum program have affected this?
