Item Is Obsolete but system allow to do transaction

Hi,

Item is obsolete then we cannot sales but Inventory transfer transaction is allowed. How we can restrict for obsolete stocking type for the specific item and specific location. We don’t want any hold code for the Item level, location level or branch/plant level. Kindly provide any solution. Thank you.
