Oracle Weblogic JMS queue message on delayed state

I am working with Oracle Weblogic 12c. I have an issue where recieved messages in a specific queue are on "delayed" state. The message is valid, no errors. If I execute the message in Service Bus console it works fine. The queue is a Uniform Distributed queue. Message size is 50 kb. What could be the reason for the delayed state? And what is a possible solution?
