EBS in place Upgrade R12.1.3 to R12.2.12

Running R12.1.3 on Oracle Enterprise database version 11.2.0.4 on 64bit SLES 12. Need to upgrade database version 11.2.0.4 to 19c and apps from R12.1.3 to R12.2.12.

Which would be a preferable approach for an in-place upgrade on SLES 12 : #1 or #2 or any other suggestions please ?

1. Upgrade database from 11.2.0.4 to 19c AND apps from R12.1.3 to R12.2.12. Go Live.

or

2. Upgrade database from 11.2.0.4 to 19c. Go live. Then Upgrade apps from R12.1.3 to R12.2.12 . Go live


Any help would be much appreciated.
