How to show or hide employee photos based on configuration and user security

Question for the PeopleSoft HCM community:  

Has anyone implemented a solution to show/hide employee photos based on configuration and user security? We are researching how to accomplish this and hope to get input from other customers who may have already done this.  

We are a public sector organization and have some employee positions - police department, etc. - who should not have their photo displayed throughout the HCM system, for safety reasons. Employee photos exist everywhere: from Company Directory to Job Data to MSS My Team, My Time, etc.  Only a small number of employees should be able to see their photos, and for all other users the employee photos for these positions should be the blank dummy image.
