Issue using a power browse form as a hover form

Document Doc ID 2205497.1 describes using a power browse form as a hover form. It also shows being able to apply form controls that are not a grid control. However, when I create the form and check the hover form checkbox, a grid control is attached to the form with no choice to use different form controls as shown in the support document.

Can anyone tell me if there is a bug in this method? Or is there further configuration to allow the use of alternate controls on the power browse form used as a hover form?
