Orchestration JSON output with header and multiple detail sections (arrays)

I have a requirement to provide JSON payload with Shipment data (header), line items data (detail1) and package/carton data (detail2). Detail1 & 2 are arrays due to repeating nodes. Wondering if anyone has suggestions on this other than using Groove script to restructure output from multiple Orchestration steps. I have tried Service request method with Cafe1 and Power forms but with no luck. Thanks.
