Unable to download patches

We signed up for the License and Hardware Track as part of the Oracle Partner Network Program which was supposed to allow us to have access to download patches in MOSC. However, I'm still not able to download patches, even tough I'm the admin of our company's Support Identifier and have granted myself Download access.


We only got the L&H Track today, is there a delay, or is there something else which is needed?
