Frequent error in Oracle Database Alert log

We are running five production databases (19c) from one oracle VM. Total stored data in all five databases is not more than 1000 GB.

Frequent error in alert log is:

DIA0 Critical Database Process As Root: Hang ID 36 blocks 24 sessions

   Final blocker is session ID 1864 serial# 25362 OSPID 6605 on Instance 1

   If resolvable, instance eviction will be attempted by Hang Manager

For all the time blocker session is database writer process.

Created a SR with Oracle and worked on for three months and no progress. Because of this we are getting performance issues.

Production Oracle Virtual Machine is on private cloud appliance (PCA located in our data center).
