Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. How to recreate warranty it not created by system

We observed for few transactions, warranty not get created.

Is there any process/api which help for

Change Owner of that instance
Create new warranty if not created.

Observed material transactions are not in sync with Install base transactions. How to fix that
