OSM and WebLogic Compatibility while Upgrading Oracle Database from 12C to 19C

Hi There, my client is having:

WebLogic Server 12.2.1.4.0

Oracle Database 12c Enterprise Edition Release 12.1.0.2.0 - 64bit Production.

As they are planning to upgrade Oracle Database from 12C to 19C. I have following questions:

1) Does WebLogic Db upgrade (from 12c to 19c) is hard dependency or good to have.

2) Do both WebLogic Db and OSM db need upgrade together in same deployment window or can they be spitted into two.
