Why R0855303 - W4 Changes not Pulling Employee Address Book Number?

My employees update their W4 though ESS. I would receive notifications that there are pending W4 changes that need to be approved before I kick off my Pre-payroll. I would access P085303W to approve those pending record(s). After that, I would run R0855303 in Proof mode to review the records before running them in final update mode.

R0855303 is not pulling any employee number when I viewed the report output, and no record is being updated as a result. Anyone having the same or similar experience? Any solution and suggestions will be very much appreciated.
