Online Patching Enablement patch: 13543062:R12.AD.C fails during 12.2.x upgrade

We are in the process of upgrading our EBS from 12.1 to 12.2.x. Right now we are having an issue with the Online Patching Enablement patch 13543062:R12.AD.C step

Applying the patch using adpatch in hotpatch mode

adpatch options=hotpatch, forceapply

The patch is failing on the script "ADZDWRKR.sql" with the following error:
