After DB 19c DB bounce, eBS application is not able to connect to PDB

Hi,

We have upgraded the DB to 19c with multitenant for eBS R12.1.3 environment.

After we bounce the DB, eBS application is not able to connect to DB. We can connect manually as APPS to PDB but eBS application is not able to connect.
