Calculation of Workers Comp at year end in JDE 9.2 for Payroll

We have a situation where we ran the last payroll for 2022 and the amounts are all being classed as excludable for the workers compensation insurance values in the F0618 (from the F06116) time entry tables, even though the employees (this is happening for all employee) may not have reached the maximum amounts.

I confirmed that the rates were set up for ending one date and starting the next date to begin the new rates for 2023. The amounts are calculating for 2023 but the 2022 did not calculate at all for any of the time in the last pay of 2022.

Not sure what else could be causing the classification to excludable.
